Let's see if I have the basic idea:  I get my code all worked out, in HTML, CSS, &/or whatever languages I might need to use.  I store it all in one or more text files, then I either find a hosting site that I can pay for, or I run my computer 24-7 with the exterior hard drive loading the site from the text files that I have stored on it.  Then I will have a site. 

 

Am I right?

basically yes --- but if you're a beginner, don't host the files yourself. That's another ballgame.
