Topic: installed 2 versions of ruby. do i need to install rails for each?

i have ruby 1.9.2 and 1.9.3.

i'm sure that my 1.9.3 has rails installed. do i need to install rails for the 1.9.2 version as well?

Only if you want to use Rails with 1.9.2
Can I strongly suggest that you use rvm to manage your ruby installations

What you want and what you need are too often not the same thing!
When your head is hurting from trying to solve a problem, stop standing on it. When you are the right way up you will see the problem differently and you just might find the solution.
