Help Identifying an application feature for rails

Hello Everyone,

I am new to web design and rails, therefore I dont really know what I want to do is called, so any information, guides you can provide will be much appreciated.

I have a rails app and I wish to send information to this app from a piece of software running on Windows.
Here is an example: we will be collecting information on laser power levels on a desktop PC then we want this to be placed on some rails database.

Again just naming this type of activity would be great help
