Hi Tom:
I would take a look at the ActiveMerchant plugin.  This plugin is extracted from the well-known Shopify application and standardizes RoR implementation for most payment processors (including PayPal).

Yes of course Paypal has an SDK for RUBY you can download and try it. PayPal is one of the best payment gateway which is widely accepted by the majority of people. Same for merchantinc.com which is also one of the best secure payment gateways available for online shopping included with great services specially for credit card users.
