You need to learn HTML first to create a simple websites, go through http://w3schools.com to learn it.

If you want to learn web design for that you need good grasp on programming language. As per the web design concern i like to say that you need good knowledge of HTML, CSS and JavaScript becaus these are the basic language that must required before creating a website.
