If you look, table tags are still valid (http://www.w3schools.com/html5/tag_table.asp), but I agree, they're totally the wrong way to go. If you can't figure out how to do it with CSS just find a WYSIWYG HTML editor that can figure it out for you. It's time for tables to die IMO... CSS allows for so much more control and sorta future proofs you.

HTML is generally for code that is content purpose where as css reflect what your website want to be.CSS is the best choice for designing webpages.It is attractive and can code how you dream your website.

Definitely CSS. It helps to design the website more attractive. And also assist to develop the the advanced web pages and user friendly website. Tool like dreamweaver also support using CSS.

As per my view table-less layouts are more beneficial because it takes less time to load and hence it is also beneficial for website visitors and for search engines. CSS is the best way to design the layouts.
