I too discovered it in the Hartl video. It's probably one of the best tools for quickly putting together a presentable UI.

I discovered bootstrap via the Hartl tutorial and have to say that I think it's a godsend as Layout has always been an issue to me - it's a very useful framework purely for the built in CSS - but there's a lot of useful JS as well...it's a great compliment to rails for ease of front end design. The span/offset = 12 per row thing is awesome
